A stretchy cast on that forms a chain under the needle.

Step 1
Tie a slip knot 6" / 15cm from the tail end. When making the slip knot, make sure that the loop can be tightened by pulling the tail yarn so that first loop can be snugged later, if necessary.

Step 2
Place the slip knot on the crochet hook.

Step 4
Bring hook over needle to catch yarn.

Step 3
Place needle parallel to crochet hook, working yarn behind needle.

Step 5
Pull hook with working yarn through loop on hook.

Step 6
Bring working yarn under needle to the back.

Repeat Steps 4 through 6 ,,,
until there are 1 less than the required number of cast on stitches.
Step 7a: Cast on Final Stitch
Slip the loop from the crochet hook onto the needle and…

carefully remove the crochet hook. 
 
Snug up the first and last loops, if necessary.
